The article describes peculiarities of conflict situations that appear in municipal management structures. Most conflicts are based on contradiction between staff career ambitions and company rigid hierarchy. Professional activity is although strictly bounded to achievements in uncertain, constantly changing social situation and absence of strict low, normative and financial support.
