Abstract:
The requirements for the organization of work with blind and deaf-mute children and adolescents in the country are brought together and systematized. The following are analyzed in detail and provided with justifications: the tasks of educating such children as of 1926 before defectologist teachers. The conditions for organizational structures for educational work in special educational institutions are formulated. The following standards are listed: 1) types of institutions — a preschool orphanage, special schools, a special vocational school for the blind; a school for the elimination of illiteracy and handicraft among overage people; a school for the mentally retarded of the blind and deaf-mute; 2) premises, equipment and teaching aids; 3) children — selection and admission; life; food and clothing; 4) teachers. The necessity of building children`s special institutions in the country in connection with the Law on universal education is substantiated.
